With a dwindling economy, individuals as well as local and state governments have taken a second look at their budgets. The Pennsylvania Department of Corrections takes up 4.9 percent of the General Fund for the 2009-2010 budget. Some proponents have advocated that the money that goes to locking up violent and petty criminals alike could be put to better use by providing rehabilitation opportunities to a targeted group of convicted offenders.
For certain groups of offenders, such as those charged with drug crimes related to a drug addiction, drug rehabilitation has proved to be more successful than punishment through jail time in preventing recidivism, or a return to jail for a similar drug crime. Ultimately, by keeping offenders out of jail (and preventing return trips), rehabilitation can save taxpayers money as well as change the life of the drug addict. The hosts of Court Radio? debated the costs and benefits of diversion programs for drug offenders with callers in this episode.
